This looks very similar to Edraianthus niveus to us.
An exceptional alpine plant with grass-like green leaves around 5 cm long spread along very much prostrate stems which radiate from a central stock. Flowers are around 2 cms wide and are unusually - a clean white in colour, open mouthed and point outwards or upwards. These are borne in small clusters at the stem tips.
